The Situation

The Rosemount Center, located in the Mount Pleasant section of Washington, D.C., provides early childhood care and education to approximately 300 children from infancy through age 5.

The Center was opened in 1972 under the auspices of House of Mercy, an Episcopal Church related organization, which owns the property at which the Center operates.

The principal programs provided are federally funded Head Start and Early Head Start, and an after school program funded by the District of Columbia Public Schools. There are some tuition-paying children. Programs at the Center are widely praised and, on more than one occasion, have served as national models.

Additional funding for the Center’s operations comes principally through grants from House of Mercy. The Center’s annual operating budget is approximately $3 million.

The Center’s population is broadly diverse, consisting at present of approximately 60% Latino, with the remainder from a variety of other backgrounds. The Center is fully bilingual in English and Spanish with a number of other languages spoken.

The staff numbers 67, of whom 45, primarily teachers, belong to a local union.

The Center is governed by an active volunteer Board of Directors who devote considerable time to the support and oversight of its operations. The principal managers are the President and Chief Operating Officer, the Program Director and the Chief Financial Officer.

Job Description

The Chief Financial Officer reports directly to the President/Chief Operating Officer and is a member of the Finance and Audit and Building and Grounds Committees of the Board of Directors.

    The CFO has the following responsibilities:

  1. Manage the financial affairs of the Center, including all accounting functions; prepare monthly reports, including operating statements, accounts receivable and payable reports, and cash flow analyses; supervise a bookkeeper assistant.

  2. Assist the President in preparing the annual capital and operating budgets and in the preparation of long-range financial projections and facilities plans.

  3. Assist the Program Director in preparing grant requests for government funding.

  4. Supervise the annual audit and relations with the independent auditors.

  5. Administer personnel policies, practices and benefits.

  6. Review periodically the Center’s insurance policies to ensure adequate coverages and competitive prices.

  7. Assist the President in negotiations and relations with the Union.

  8. Work with the Finance Committee and President in planning and execution of the financing of the re-building project; including the issuance of tax-exempt government backed instruments.

  9. Stay informed about, and ensure compliance with, all applicable federal and local laws and regulations.
